Responsibilities You will establish metric and analysis systems to assess efficiency, effectiveness, or compliance with procedures for organizational programs. You will conduct studies by collecting data on quality, cost and capacity utilization to create metrics for tracking overall family housing programs. You will develop plans for the inspection of housing facilities to coordinate housing projects and facilities work. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as coordinator for facility maintenance, facility support and special project oversight; 2) Provides input to managers in the development of short and long range maintenance plans/improvement/renovation plans; 3) Monitors Bachelor Housing and Family Housing programs for compliance; 4) Monitors contract performance for timely and complete deliveries, quality and quantity controls; 5) Assist management with fiscal planning. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Successful completion of an LL.M. degree that is related to the position being filled. Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Several vacancies may be filled. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Physical Demands: Work is principally sedentary, although fieldwork may be required. This may involve periods of walking, standing, stair climbing, bending, reaching, and similar activities during facility visits and inspections. Driving an automobile on station or between activities may be necessary; a valid state driver's license is required. Occasional travel may be required to attend meetings and/or training. Work Environment: Work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted, heated, and ventilated. There may be occasional exposure to dusty or dirty conditions while visiting housing units or facilities.
