Summary As a National Bank Examiner (Field Examiner), you will spend majority of time performing work required in more challenging bank supervision environments carrying out national and bank supervision objectives. Midsize and Community Bank Supervision (MCBS) New Orleans, LA Responsibilities As a National Bank Examiner (Field Examiner), you will: Serve as either an Examiner-in-charge (EIC) or assisting examiner in challenging community banks/federal savings associations (including TSPs, trust banks, credit card banks, etc.), functional EIC (FEIC) in a midsize bank or lead of a functional area in a large bank.. Be responsible for the ongoing supervision of a portfolio of banks/federal savings associations. As a FEIC lead review of functional areas in a midsize bank and be responsible for ongoing supervision or as a lead of a major functional area/targets in a large bank, oversee ongoing supervisory efforts and understand and implement the OCC's program for Supervision by Risk. Lead of a major functional area, plan, coordinate, and monitor supervisory activities, including assessing risk, developing supervisory strategies, determining the scope of supervisory activities, managing teams of assisting personnel, preparing reports of activities, and developing responses to address risks. Prepare communications to foster positive change within the bank and maintain effective communications within the OCC. Conduct or participate in discussions with bank management on findings and recommendations. Serve as a training team leader or instructor, providing training to other examiners and instructing at formal schools. Review and evaluate the work of assigned personnel, including the preparation of assignment evaluations. Requirements Conditions of Employment This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations. Complete a one-year trial period (unless already completed). Complete a background investigation (unless already completed). Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable. Travel overnight or locally on a frequent basis. Qualifications You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level. Examples of specialized experience for this position include: Examining financial institutions to determine their condition, risk profile, and compliance with banking laws and regulations. OR Conducting internal audits of financial institutions to assess the adequacy of their risk management systems. Selective factor: If full UCE (e.g., cross-credentials) is required: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume. Education Education cannot be used to qualify for this position. Additional Information This position is included in the bargaining unit: NTEU. This position is a Step 2 level position within the NB-V pay band. Step 2 level positions are distinguished by additional job complexity, responsibility, and advanced skill levels required by the work.
