POSITION SUMMARY

This position is in the Dep artment of Mobility and Infrastructure (DOMI) . T he Curbside & Mobility Services Program Manager oversee s the planning, policy, and operations related to shared mobility, curbside management, and emerging mobility services operating in the City of Pittsburgh .

This position takes a leadership role in DOMI’s Policy Division and is r esponsible for developing and implementing strategies to optimize curbside operations, improve customer and vendor experience for mobility service operators and , expand ed and equitable access to sustainable , safe and affordable forms of transportation for Pittsburgh’s residents and visitors.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in planning, policy, curbside management, business, engineering or a related field . (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a bachelor's degree in planning, policy, curbside management, business, engineering or a related field. Master's degree preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • EQUIVALENCY: Education/training and/or work experience in the areas of budget research, preparation or management in municipal finance may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is seven (7) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

CIVIL SERVICE EXAMINATIONS

POSITION DUTIES

  • Serves as the department lead for existing curbside programs and mobility services.

  • Develops and implements comprehensive strategies for curbside services and mobility solutions to meet department objectives and public expectations.

  • Advises department leadership on best practice s , polic ies and procedures related to the equitable and efficient deployment of micro-mobility services and curbside management .

  • Prepares ordinances, resolutions, and other administrative and legislative duties as needed to expand or clarify regulations of curbside use and mobility operators.

  • Advises on pricing structure for permits associated with mobility operators.

  • Oversees field work for data collections related to parking utilization , inventory of curb use, signage and other data points necessary in making policy decisions or managemen t of programs .

  • Oversees field work related to the installatio n of signs, charging equipment, hubs and corrals .

  • Develops RFPs, agreements, and permit procedures as needed to meet demand for changing and evolving curbside uses.

  • Develops p rocedures related to mobility operators which can include pricing, fleet sizes , and equity deployments to confirm their compliance with the requirements.

  • Develops policies and procedures aimed at optimizing curbside space utilization .

  • Track s operators’ compliance with operating agreements.

  • Assists in the development of data standards and management as needed to ensure regulatory requirements and inform city decision making .

  • Reviews, critiques, negotiates, recommends for approval: price proposals from consultants, vendors, and contractors; supplements, change orders, and other contract modifications

  • Plans, assigns, and coordinates work amongst and between vendors and City staff, establishing priorities and deadlines.

  • Performs such other related tasks and duties that are assigned or required .
