Senior Program Analyst – 70042253

This advertisement is for a Career Service position located at Central Office in the Office of Information Technology.

Salary Rate: $82,987.32 annually

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Assists the Office of Information Technology (OIT) Manager with workflow management tasks relating to OIT administrative programs such as procurement, contract management, procedure manual revisions, information technology audits, and legislative impact analysis.

  • Assists the OIT Manager in ensuring that OIT services are delivered with a high degree of customer service and satisfaction.

  • Serves as consultant to higher level supervisory and/or administrative personnel in the coordination of purchases, legislative bill analyses, procedure manual review, contract management, vendor management, and invoice approvals.

  • Coordinates with the FDC Legislative Affairs division both directly and indirectly regarding legislation that may impact information technology systems or required new governance projects.

  • Oversees and/or assists in the creation and submission of statutorily required reports from OIT to the legislature.

  • Oversees management and compliance with all OIT contracts, data sharing agreements, memorandums of understanding, memorandum of agreements, and Contract Addendums.

  • Coordinates with the FDC Bureau of Contracts and Monitoring as it relates to the contracts OIT monitors and manages.

  • Manages, or otherwise improves processes related to contract management.

  • Responsible for monitoring the traceability of purchases by maintaining documentation on deliverables expectations and acceptance.

  • Participates in regular meetings with management, technical and/or program personnel in reviewing the progress of projects to provide updates on the status of projects and associated contracts.

  • Coordinates or participates in the development and implementation of department procedures as a result of information system/project implementation.

  • Oversees FDC procedure manual reviews and authors OIT procedure manuals including new procedure manual development or edits to existing procedure manuals.

  • Assists with the development of new or edits existing procurement documentation including collaboration with the OIT Procurement and Contract Manager on scope for new projects, including request for quotes and competitive solicitations.

  • Coordinates with FDC Bureau of Procurement regarding solicitation development and pre/post procurement activities.

  • Adheres to FDC policies and procedures in the workplace and performs required training.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of mathematics.

  • Ability to establish and maintain effective working relationships with others.

  • Requires expert level proficiency in Microsoft Excel for data analytics, conditional formatting, and mathematical calculations using formulas, data tables, and pivot tables.

  • Knowledge of the methods of data collection and analysis.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to conduct fact-finding research.

  • Ability to utilize problem-solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

  • Ability to plan, organize and coordinate work assignments.

  • Knowledge of information technology system procurement, development, implementation, and operational maintenance principles.

  • Knowledge of the generally accepted project management areas including the tools used in those areas such as, project scope management, project time management, project resource management, and project cost management.

  • Knowledge of vendor management and negotiation principles.

  • Ability to identify and define user task needs with a focus on procurement and cost estimation.

  • Ability to conduct short range and long-range project cost benefit analysis.

  • Ability to write technical data processing reports.

    REQUIRED QUALIFICATIONS:

  • Florida Certified Contract Manager (FCCM) or 2 years contract management experience.

    PREFERRED QUALIFICATIONS:

  • Florida Certified Contract Manager (FCCM) is preferred.

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred

  • Florida Certified Contract Negotiator (FCCN) is preferred.

  • Must have Microsoft Office Application experience.
